Shader Models are components used to help render graphics sent from the CPU to the graphic card. The version of shader model your computer can support is based in the combination between your DirectX version and the version your graphics card can support. Vertex Shader Model 3 Features The vertex shader output register types have been collapsed into twelve registers (see Output Registers). Each register that is used needs to be declared using the dcl instruction and a semantic (for example, dclcolor0 o0.xyzw). This error is graphics related.
